CITY OF GILLETT COMMON COUNCIL
PROCEEDINGS OF REGULAR MEETING
Thursday February 2, 2012
Mayor Brandon Miller called the meeting to order at 6:00 PM. The Pledge of Allegiance was recited. Present were Alderpersons Tod Anderson, Rick Raatz, Jeff Warrichaiet and Greg Rudie. Also present were Clerk Leone Christensen, Deputy Treasurer Stephanie Schmutzer, Fire Chief Tom Wolfgram, Department Heads Ron Anderson and Tim Christensen and City Attorney Tim Schmid. Public present were Kevin Smith, Joan Koehne (Times- Herald) and Debbie Rudie. Alderperson Craig Kasten and Police Chief Gary Pemrich were excused.
Clerk took roll and informed Council that the Open Meeting Law had been complied with.
Motion by Raatz, second by Warrichaiet to approve January 4, 2012 minutes. Motion Carried
Public Input: Street lights have been reported and repaired except for E Main Street. Need to use Fire Truck to put in new light.
CDA Report: Mayor Miller reported that the CDA is working on a Business Brochure. Will meet later with GBA, Revitalize Gillett, and Tourism and Marketing. Still working on New Beginning Lease. It is down at Oconto for their attorney to look it over.
Library Report: Written report was e-mailed. Mayor Miller reported that David Pelow is now President and Kathy Campshure new board member.
Tourism & Marketing Report: Mayor Miller gave report. Working on several projects including Entrance Signs and City information Signs. Written minutes were handed out.
School Board Liaison Report: New Band Teacher has been hired.
Financial Report: Motion by Rudie, second by Warrichaiet to accept financial report thru January 31, 2012. Motion carried.
Police Department Report: Monthly report was e-mailed. Mayor Miller reported new vehicle has been ordered for the Police Department. This vehicle will be the first actual police build vehicle the city has purchased since 1982. All past vehicle have been production civilian model vehicles.
Fire Department Report: Chief Wolfgram handed out the fire department annual report for 2011. Two fire calls were reported since last meeting. One was a Carbon Monoxide report and the other was a structure fire on BB. Alderperson Rudie commented on hours worked by Fire Department member to update and repair items without getting compensated.
Health, Protection and License Committee Report: Alderperson Warrichaiet reported 3 building permit since last meeting. Motion by Anderson, second by Rudie approve Picnic License for Finnegan Walleye Club for Feb 25th. Motion carried. Motion by Anderson, second by Rudie to approve Operator License for Brandon G. Beaumia. Motion Carried.
Board of Public Work Committee Report: Public Works Supervisor Christensen reported that all sidewalks that needed salting and shoveling have been done. Finish the WISLR report. Have been looking at snowplows.
Utility Committee Report: Motion by Rudie, second by Warrichaiet to approve contract for bidding services with Ayres not to exceed $3,200. Motion carried on a roll call vote.
Finance & Personnel Committee Report: Mayor Miller reported that the City is working with Gov pay to accept credit card payments. Next Finance meeting will be after the Planning meeting on Feb 22nd.
Park & Cemetery Committee Report: Motion by Anderson, second by Raatz to approve Finnegan Lake Walleye Club using Zippel Park on Feb 25th for fishing derby. Snow date is Feb 26th. Motion Carried. Motion by Raatz, second by Warrichaeit to approve the Victory Olympic use of Zippel Park on May 17th. Rain date is May 18th. Motion Carried.
Planning Committee Report: Motion by Anderson second by Warrichaiet to approve sale of outlots 1, 2 and 3 in the Industrial Park to Troy Krueger at a cost of $6,900. Motion Carried on a roll call vote. These are non-buildable lots and as they are in a wet-land the land cannot be changed in any way.
Attorney Report: Attorney Tim Schmid reported that the purchase of lots from Westerfield Oil should be done shortly.
Mayor Report: Mayor Miller reported the Mayors Youth Authority has not yet met this month. Starting February 14th City Hall will be opened until 6:00 pm on Tuesday nights.
Clerk Report: Clerk Christensen had nothing to report.
